Abstract

This research deals with the rule of political participation in the democratic system as a prevalent system in most countries of the world, especially Islamic countries, in the light of the jurisprudence of budgets. This calamity in which interests are crowded and evils vary. It makes the Muslim stand suspicious of it and pushes the jurist to find a special method for understanding the legal texts in order to achieve the highest interests and ward off the greatest evils. The study aimed to find an appropriate legal ruling that is compatible with the higher purposes of Islamic law, and was represented in the jurisprudence of balances, which lays down the controls separating interests and corruptions, the weighting methods for varying interests to obtain the highest rank, and the mechanisms used to ward off the biggest competing evils.
