Abstract
The researcher tried to identify the main constraints that impede the development of scientific research in Jordanian universities, and to identify significant differences of the constraints that impede the development of scientific research at their universities, according to the same variables. The study sample represented (8) universities out of (30) universities, forming (26%) of the population studied in Jordan
It turns out that the budgets allotted for scientific research are the greatest constraint to the development of scientific research at Jordanian universities, with an average of (3.84); then came in the second rank the availability of scientific journals, with an average of (3.80); and then came in the third rank the weakness of the financial support to the researchers at universities with an average of (3.76). The fourth constraint is the contradiction in the regulations of higher education with an average of (3.66); and the last is the university environment variable with an average of (3.49).
As it turns out that there is a statistically significant difference at the significance level of (P£0.05) between males and females in university environment in how they look at the factors of the university environment and budgets as barriers to the development of scientific research at Jordanian universities, and tends all to be in favor of females..
Finally, the results show a statistically significant difference at the significance level of (P£0.05) among faculty members of the private and public universities in viewing material support for the researcher in universities, and the contradiction in the regulations of higher education as barriers to the development of scientific research at Jordanian universities, and tend all to be in favor of workers in private universities. Finally, the study concluded with a number of recommendations.
